Real Estate Division – Structure & Purpose
The Real Estate Division (RED) of the Bermuda Chamber of Commerce is a strategic and
solutions-driven body representing professionals across all sectors of Bermuda’s real estate industry. From residential and commercial sales to property management and relocation services, RED members work at the intersection of people, policy, and property.
The Division is committed to upholding high standards of professionalism, advocating for industry improvements, and fostering collaboration among stakeholders who influence Bermuda’s built environment.

Cesa Edwards, Division Chair
Founder and chief visionary, Tony is the driving force behind the company. He loves to keep his hands full by participating in the development of the software, marketing, and customer experience strategies.

Kim Sheen, Division Deputy Chair
Mich loves taking on challenges. With his multi-year experience as Commercial Director in the software industry, Mich has helped the company to get where it is today. Mich is among the best minds.
Advocacy Priorities
Advocacy Priorities from the Real Estate Division
- Licensing Efficiencies
We are advocating for a more streamlined and efficient licensing process for Brokers and Agents, including:
- Transitioning from annual renewals to a two- or three-year cycle
- Prioritization of new agent applications and license transfers
- Flexibility to allow two licensed brokers per firm, or at minimum, the ability to switch brokers annually
- Timely license approvals to ensure continuity and avoid gaps, particularly prior to expiration
- REAB (Real Estate Advisory Board) Engagement
As the newly formed Real Estate Advisory Board (REAB) is now active, we recommend that SoRE (Section of Real Estate) engage directly with REAB as a unified entity. This would help avoid redundancy in advocacy efforts and streamline communications, as opposed to SoRE meeting separately with both RED (Real Estate Division) and REAB. - Government Stakeholder Consultation
We strongly believe that the Real Estate Division should be recognized as a key stakeholder and consulted before any public announcements or legislative changes are communicated through print or social media. As professionals operating daily within the industry and serving multiple stakeholders, we feel that timely and proactive consultation is not only respectful of our role but essential for practical implementation. - LTRO (Land Title Registration Office) Delays
There is an urgent need for improvement in the reporting of property sales through the LTRO. The current backlog significantly hampers our ability to access up-to-date and accurate sales data—critical for brokers, agents, and appraisers to perform effectively. Timely updates benefit the entire industry and promote greater market transparency.

Leads the division’s strategic direction, legislative advocacy, and stakeholder engagement. The Executive ensures that the division’s voice remains active, aligned, and respected within the broader Chamber and national policy discussions.

Promotes accountability and upholds the ethical guidelines that govern professional behavior and client service in the real estate industry.
Membership
Focuses on recruiting, onboarding, and engaging members through communications, outreach, and events that build a strong professional network.
Rentals
Advocates for residential and commercial rental sector improvements, including legislative clarity, landlord-tenant relations, and housing accessibility.
Banking
Liaises with financial institutions to address lending practices, valuation concerns, and financing access for buyers and developers.
Education
Organizes training, workshops, and informational sessions to elevate industry knowledge and keep members informed of evolving trends, laws, and standards.
Government Relations
Engages with policymakers and public officials to ensure the real estate industry is consulted on legislation, regulations, and national planning priorities.
Ethics & Resolutions
Facilitates conflict resolution and mediation where necessary, while upholding the integrity and trust central to the real estate profession.
Legal
Reviews legislative proposals, supports regulatory compliance, and ensures that members are informed on legal matters impacting property transactions.
